I'd say there is nothing like a "best" City. Each City has both good and not so good sides. Depends on the individual and personal preference, which City you like more or less...

If I had to pick a city in my own country (Belgium) I would say: Antwerp. It's a beautiful town with lots of possibilities: shopping, culture, nightlife...

I have never been in Croatia myself, but I know a lot of People who were. The common consensus is that it is really wonderful there. Its a bit like Italy and Greece but not nearly as expensive. The Beaches are supposedly among the best in the world.
I just think Rome is the best. Rome is the best place I've been to in Europe. I really enjoyed the culture but I loved almost everything about the city. The metro system isn't nearly as good as in Paris but fortunately almost everything is within walking distance. The highlights if my trip were the Musei Vaticani (Vatican Museums- including the Sistine Chapel), Saint Peter's Basilica, the colosseum, piazza Navona (beutiful fountains), the Trevi Fountain and Villa Borghese.
Moscow is `interesting` not the city alone but its people and culture. I was lucky enough to be there for the WW2 Victory Day Parades on 9 May this year - on my way from the UK to China on the train - see http://www.trans-siberian-railway.co.uk
I lived in Germany for 3 years and was married there so I’m partial to many of their cities. In 2005, we went back to Berlin for the first time since the wall came down. It was amazing how there still wasn’t that much improvement on the eastern side of Berlincompared to the west side of Berlin, which is now considered the “new Paris” of Europe. What about sunny Manchester (UK) where it always rains (not reall - but that's our reputation). We have everything that you could want here - I love it. I was born here and have lived all over the UK but returned here 3 years ago and love it.
I'd say Prague is the best for architecture and Paris is the best for art. Vienna is the best if you like classical music and Lyon has wonderful restaurants.
It all depends on what you want to see or experience. I love all parts of Germany because I lived there and it is diverse in its terrain. But the most friendliest people I have found was in Amsterdam. The most concern place for taking wallets is Paris.
Im thinking about taking my first solo trip this December. I have been to Paris, Florence, Rome and Zurich previous with a friend. I loved Paris' romantic feel, Loved florences size, and Loved Zurich's scenery, shopping and overall "feel"... I want to see a city that i have not previously encountered. In addition i would like someplace where my lack of other languages(besides english) wont be too big of a burden. What i like to do when travel is wander around a facinating city, look at landmarks, coffee in cafes while absorbing the culture, and simply just enjoying the change of scenery. Does anyone have any good suggestions? Also, i am partial to canals, lakes, rivers.. Thanks for the suggestions in advance. My two favorites would be London and Paris. I've spent a lot of time in both and each has a certain comfort factor for me. Other cities are great but those are the two I go back to again and again.
Amsterdam is a great city if you like to walk, like museums, like sidewalk cafes, and like canals. It's very compact and easy to get around. With all the tall narrow buildings (taxes were assessed based on frontage) and the canals, it's interesting to look at. There are great museums, like the Van Gogh, and you can visit the house where Anne Frank and her family were hidden. There is also a large park, if you want some green.
The Netherlands is very small, and you can take day trips to some of the coastal towns and other areas of the country.
From what you posted, I think it would be perfect.

The city hosts many museums and galleries, has an active nightlife, and is the most visited city in the world, with more than 30 million visitors per year. The most recognisable symbol of Paris is the 324 metre Eiffel Tower on the banks of the Seine.
Also Palma (Spain), Bucharest, Athena are also very nice.
London, I would say. It's very interesting how the past and the future can wonderfully blend in the present. Its famous destinations depict both its grand history and how it has evolved into a modern society. What amazes me really are the castles! I saw some photos in the London Guide and they are huge and simply breathtaking. I'm so excited to be in London come October.
You forgot about greece and it's capital Athens. For me, that's the best place to go and relax in Europe, it's very beautiful and will surely take you back in time a bit. In Greece there is a huge number of almost intact ancient sites to view, and Athens simply flourishes with them.

I loved ljubljana (slovenia) so much i moved here from England. that is my opion. It has also been voted best small city in the world so that is somebody esles opinion.

most honest city. Polls are just to get you to consider , i would recommend it
to any one . For me what you get is a something
completely different to the larger "mainstream" European countries.
This all most a young Europe. Not over populated , mass marketed, franchised ,
in personal service country. You have small family businesses , who care about
customers returning.
The country itself has from city locations with great theaters coffee bars ,
theaters , a lovely slow moving river running through the capital , trees, very
"leafy" and relaxed vibe. If you head out of Ljubljana you have
mountains, wild life that compares to many countries. Tradition as well , the
Slovenes hold on to the tradition so much and its not just displayed for the
tourist like in some countries ... these guys are celebrating there traditions
in the low season also.

BARCELONA!! It has everything you could want for a trip or to live. It has culture both classic and contemporary. It has great food, a beach, awesome nightlife and it is not too expensive. You can go skiing from there by only travelling 2-3hrs and the Spanish way of life is definitely up there with the best in Europe.

My personal opinion is that my home town Zadar is the best place to live.
It is not expensive as the other European cities and you can find everything here as in any other European city of same size as Zadar.

My family and me were in Paris in 2005, and it was just wonderful!

Mostly, because these cities all have historic buildings, museums, parks, and rivers, which covers everything that attracts me to a big city.

I'm going to chime in and say that St. Petersburg is the best with Moscow being a close second.
