I would just call some of them up. I think you can rent a car if you are willing to put down a deposit or if you have somebody older co-sign for you. I once rented a car when I was 21 and still had to pay a more since they have higher rates for 21-25 year old.

I am almost certain that if you get a car, it will be with higher rates. Vancouver has a decent public transport system, have you considered using it?

If all else fails, look for independent Car Rental places. Personally I always try to avoid them and I am hesitant to suggest this to you here, but it may end up as your only choice.

Some of the new small and cheap places such as Fox Rent a Car may be able to give you car, but they are known for keeping GPS logs, so make sure you read the rental contract very carefully to find out what you can and cannot do. I am almost certain you can't cross the border or drive unpaved roads and they do enforce that.

21, often the minimum age in most rental companies in Vancouver, independent / big companies. that's even subject to another fee they call young driver fee. Use the public transportation and go around for small decent companies to rent out for your age.
