Rome is really awsome. I have been there already two times and loved it! Personally I am a big fan of Roman history - so Rome is the perfect place.
The historical center isn't too big and you can easily do most parts by foot. For those sights that are not in walking distance you can use the good bus and tram system of the city. Both of the times I have been in Rome I stayed in B&Bs that you can find all over the city.
The best time of the year would be spring and fall.

My husband and I went to Italy 2 years ago and Rome and Venice were my favorite cities. Since then all I can think about is going back again. We went with a tour group but the best times we had were when we were on our own and just exploring. In Rome, we spent one day just wandering around. While trying to find our way to the Trevi Fountain, we went into a school on the Piazza della Pilotta to use the bathrooms and ended up having lunch in the small cafeteria there. No one spoke English and our Italian was minimal to say the least but what a fun adventure it was just trying to order lunch! Afterwards, we resumed our search for the Trevi Fountain and while walking along Via di San Vincenzo, a narrow cobblestone street, we were looking at the shops and stopping to watch an artist along the way, when suddenly the narrow street suddenly opened up onto the magnificent Trevi Fountain! I'm not exaggerating when I say it took my breath away and I'm not ashamed to say that I was moved to tears at its beauty! Another day from the Trevi Fountain we made our way to Piazza Navonna and on our way came upon Piazza della Rotonda and the Pantheon. We had lunch al fresco at a small cafe in front of that awesome structure and were just filled with wonder at the history in front of us! That's what I love about Rome! The art, the history, the beauty, right there out in the open, just a part of everyday life! If I could, I would go back again and again! If you want to see Rome, then I would tell you to make it happen. And don't think you have to do everything with the tour group...go off on your own and experience the place and the people!
And what's even weirder: I was born in East Germany. I had 11 years (after the reunion until I left the country) and did never go. I guess as a Student you don't have the funds and now that I do, I live in California and I decided to visit other places first.
I will certainly go visit Italy some day, but I don't exactly know when. Your post really got me excited about the prospect though. If the economy keeps spiraling down this fast, I may just decide to move back. Then I could just take a drive.

Anyway, if you want to find the real essence of Italy you must visit in the small towns and villages of Lazio and Tuscany.
