I think that depends as much on your friend as on any external circumstances.

In any case he should stay with a larger group, check into a recommended hotel and not leave it by himself.

Both sites offer a wealth of information that should help you plan your trip accordingly. If you cannot avoid going, this information can proof extremely useful.

On the other hand, the government is quick to issue warnings. A different warning is in effect for Iran and I have heard of two first hand accounts of people who went there without any problems whatsoever. 

In almost every case when something happens its also due to the carelessness of travelers and their ignorance of the situation.
